Developing countries must lead their own development policies and strategies, and manage their own development work on the ground. This is essential if external financing is to contribute to sustainable development. Kenya has a long term Development plan, the Kenya Vision 2030 which was developed through a wide participatory process and it is implemented through successive five year Medium Term Plans., The Vision 2030 underscores economic, social, political and foundational pillars that aims at transforming the country to a highly industrialized medium income status by the year 2030. To avoid having a parallel guidance document for donor engagement, the aid effectiveness principles are integrated in the second Medium Term Plan. In addition, the Government of Kenya (GoK) hosts stakeholder forums at different levels which bring together the GoK, Development Partners, the Civil Society, Parliament and the private sector.
