The Government of Kenya leads and owns the Aid Effectiveness Agenda in the country with the help of Development Partners and other relevant stakeholders.

Parliaments and parliamentarians have a crucial role to play in ensuring that governments are accountable for the decisions they make on how resources are used and the results they achieve. Parliaments and local governments play critical roles in linking citizens with government, and in ensuring broad-based and democratic ownership of countries development agendas.  To ensure that:

a) Aid Effectiveness stakeholders in Kenya are encouraged to accelerate and deepen the implementation of existing commitments to strengthen the role of parliaments in the oversight of development processes, including by supporting capacity development  backed by adequate resources and clear action plans.

b) Support local governments to enable them to assume more fully their roles above and beyond service delivery, enhancing participation and accountability at the sub--‐national levels.
